JILINO1 Legal Age for Online Betting: 21, the Barred List and the Law

By JILINO1 Editorial Team

  • 21 and over, at every stage
Philippine casino play starts at 21; each timeline here is written for adults only.
  • Both buttons open 76JL
Neither button leads to jilino1.to; each one loads 76JL instead.
  • Timed against real screens
Stages follow the JILINO1 lobby as shown before login, PAGCOR's public lists and BSP circulars.

Minute 0 of any sign-up asks one thing first: are you 21? Twenty-one marks the legal age for online betting in every province, yet PAGCOR names four more reasons to keep someone off a platform. PAGCOR’s responsible-gaming page bars four more groups regardless of age, and the law around online gambling adds a second test: the operator has to be licensed for the game you are playing. This article walks both checks in the order a new player meets them, from the sign-up screen to the first payout.

  1. Minute 0, the age line. PAGCOR’s rules close both casino floors and online platforms to anyone under 21. Its responsible-gaming code goes further and makes operators print that under-21s may not play.
  2. Minute 1, the barred list. Age is one of five groups. The others are named in the table below, and none of them may play at any age.
  3. Minute 2, the licence. Search PAGCOR’s lists for the brand and its web address before choosing a username; it beats filling in the form.
  4. Day 1, the payout. Withdrawal verification is where an age or identity problem surfaces, usually after money has already gone in. Where it stalls: a player under 21, or on the NDRP, deposits first and learns at payout that the account was never allowed to play.

This site writes 21+ for JILINO1. The lobby’s phone splash screen and its phone footer badge print the same 21, so the rule a player sees on the brand’s own screens matches PAGCOR’s.

Casino age limit Philippines and the four groups barred at any age

Group barred by PAGCORApplies to online play
Persons under 21Yes
Government officials and employees (national, LGU, autonomous regional, SUCs and LUCs, GOCCs with original charters)Yes
Members of the AFP and the PNPYes
Persons in the National Database of Restricted Persons (NDRP)Yes
Employees of licensees or Gaming Employment License (GEL) holdersYes

Yes, provided the operator is licensed. Each offering, whether casino games, bingo or sports betting, needs its own licence from PAGCOR’s electronic gaming licensing department, and online play counts as an add-on service of a licensed venue. The flip side came in an April 2023 advisory: joining unlicensed gaming can itself be punished under the law.

Anyone can run the check. PAGCOR opened pagcorguarantee.ph in June 2025, and its GSA list, current as of 20 October 2026, sets out every accredited administrator with its brands and domains. A licence-checking phone app is planned for December 2026, according to PAGCOR. What changed across the year is collected in the casino Philippines 2026 timeline.

POGO meaning, and why it does not apply to local play

The letters POGO stand for Philippine Offshore Gaming Operations, the offshore branch of PAGCOR’s licensing, handled by its own Offshore Gaming Licensing Department. It is a different licence from the local online play this article covers, which PAGCOR’s Electronic Gaming Licensing Department regulates. In February 2025 PAGCOR branded as disinformation the letters and texts going around that said POGOs were coming back.

Red flags to watch for

  1. No age line at sign-up. Silence about the 21 rule means the site skips wording PAGCOR’s code expects.
  2. A PAGCOR logo with no list entry. Unauthorised use of the regulator’s logo is something PAGCOR has publicly warned about.
  3. A certificate from a look-alike site. PAGCOR’s notice names verification.pagcorlicense.ph as one issuer of fake certificates, along with validator.pagcor-licence.ph and, third, licensing.newwavelicensing.ph.
  4. “Offshore” or POGO wording aimed at local players. Local online play is licensed through PAGCOR’s Electronic Gaming Licensing Department, so a site pointing a Filipino player to an offshore licence is describing the wrong one.

The clone checks in detail sit in the fake casino site checklist, and PAGCOR self-exclusion is set out under JILINO1 responsible gaming and exclusion. Two more articles help after the legal check: bankroll management with loss limits and the glossary of casino terms in promos. All eight are listed on the JILINO1 blog index.

How to Get Started: Three Timed Stages

  1. Minute 0: rule yourself in or out

Tick off the five groups PAGCOR bars: people on the NDRP, AFP or PNP members, anyone in government service, GEL holders or licensee employees, and anyone under 21.

  2. Look the brand up before signing up

Type the brand and its exact web address into a search of PAGCOR's GSA list, or use pagcorguarantee.ph, ahead of any sign-up.

  3. Know where to report a bad site

PAGCOR's reporting channel for illegal gaming is the CICC, online at cicc.gov.ph; save the web address and a few screenshots first.
